health requirements promulgated under 29CFR 1910 that are applicable to the machine
itself. Exceptions and additional requirements for safety and health shall be as
specified in the contract. (see 6.2.1 and 6.5).
3.4.6.1 Over-travel protection. Provisions shall be made to prevent over-travel
at the highest rise which would endanger the operator or damage the wheel lift truck
components.
3.4.6.2 Warning plates (hydraulic unit). When a hydraulic unit is provided,
warning plates shall be located near the filler plug of the hydraulic fluid
reservoir. The plates shall be marked as specified in 3.8. The manufacturer shall
choose hydraulic fluid conforming to either MIL-F-17111 or MIL-H-6083 to fill the
reservoir. Hydraulic fluids conforming to MIL-F-17111 and MIL-H-6083 shall not be
used together as they are incompatible. If the reservoir is filled with MIL-F-17111
fluid, the plate shall be marked as follows: CAUTION: USE ONLY HYDRAULIC FLUID
CONFORMING TO MIL-F-17111. If the reservoir is filled with MIL-H-6083 fluid, the
plate shall be marked as follows: CAUTION: USE ONLY HYDRAULIC FLUID CONFORMING TO
MIL-H-6083.
3.4.7 Interchangeability. All parts of the end item shall be manufactured to
definite standards and tolerances that will provide for the interchangeability of
respective parts between end items of the same model.
3.4.8 Protective finishes. Exposed metal and working surfaces, except when parts
are inherently corrosion resistant, shall be finished to resist corrosion. Exposed
metal is defined as metal exposed to atmospheric conditions.
3.5 Performance and product characteristics.
3.5.1 Function. The wheel lift truck shall include a lift mechanism for effective
wheel assembly removal and wheel assembly installation, of single and dual wheel and
tire assemblies on a raised vehicle. The wheel lift truck shall raise and lower the
vertically positioned tire and wheel assembly in relation to floor level. Means
shall be provided to level and align the axial axis of the vertically positioned
wheel assembly with the axial axis of the vehicle axle or spindle assembly when
loaded with dual tires and wheels at safety proof load 1875 lbs. To obtain the
specified weight of 1875 lbs, weights may be added to the dual tire and wheel
assembly as specified in 4.6.2. The arial axis of the tire and wheel assembly as
positioned on a horizontal plane parallel to the plane of the floor shall be able to
be inclined up two degrees and down two degrees from the horizontal plane. The
level align and the inclination requirements are required to prevent damage to
bearings and grease seals and to allow easy removal and installation of the wheel
assembly to the vehicle axle or spindle assembly. A means shall be provided to
safety and easily maneuver the wheel lift truck while transporting the specified
tire and wheel assemblies. Functional components of the wheel lift truck shall be
capable of being manually operated and controlled by one person. The operation of
the wheel lift truck shall not result in damage to the tire and wheel assembly and
the vehicle axle assembly. The dual tire/wheel assembly shall include: hub, brake
drum or disc, bearings, cups, races, dual wheels, rims, tires and tubes (if
applicable) and all necessary bolts, nuts, retainers, and fasteners. The wheel lift
truck shall fully raise and lower smoothly, without any interruptions or jerkiness,
under fully loaded and unloaded conditions.
3.5.2 Capacity. The wheel lift truck shall have a load carrying and lifting
capacity of not less than 1500 lbs. The wheel lift truck shall be capable of
removing from, and replacing on, automotive vehicle axle or spindle assemblies
